Résumé

Dans ce papier, nous discutons des tentatives de normalisation du territoire communal de Koumassi sur fond d’occupation informelle du domaine public abidjanais par les commerçants. En nous appuyant sur la théorie de l’impératif délibératif, issue de la sociologie des décisions publiques, cette réflexion soutient que la recolonisation des espaces publics (grand carrefour de Koumassi, les trottoirs) déguerpis est liée aux procédures de prises de décisions publiques pour normaliser le rapport au domaine public communal. L’analyse de 15 entretiens individuels révèle que les commerçants se montrent insoumis aux actions injonctives de la mairie en signe de contestation de leur marginalisation dans le processus décisionnel de restructuration des marchés publics.

Abstract

In this paper, we discuss attempts to normalize the communal territory of Koumassi against the backdrop of the informal occupation of the Abidjan public domain by traders. Based on the theory of the deliberative imperative, derived from the sociology of public decisions, this paper argues that the recolonization of public spaces (the main intersection of Koumassi, the sidewalks) that have been cleared is linked to public decision- making procedures to normalize the relationship with the communal public domain. The analysis of 15 individual interviews reveals that the traders are insubordinate to the injunctive actions of the mayor’s office as a sign of contestation of their marginalization in the decision-making process of restructuring the public markets.
